The Global City by Masterise Homes: scale and Masteri Grand View

The Global City is Masterise Homes' township in eastern Ho Chi Minh City, formerly known as the Saigon Binh An urban area. It is known for its SOHO commercial townhouses and its first high-rise, Masteri Grand View. Here is the published information.

Location and developer

The project is in the former An Phu ward of Thu Duc City (old District 2), near the Rach Chiec sports complex and the Ho Chi Minh City – Long Thanh – Dau Giay expressway. The developer is Masterise Homes. Press reports in 2022 named Foster + Partners as the design partner. Ward names changed in the 2025 reorganisation, so check the current address on your contract.

Scale and master plan

Masteri Grand View

Masteri Grand View is the first high-rise at The Global City, launched in late 2024. Press reports describe two towers with more than 600 units at the junction of Do Xuan Hop and Lien Phuong roads. Units range from one to four bedrooms and roughly 57 to 181 m², with handover expected in 2026. The binding handover date is always the one in your sale contract.

• A Ho Chi Minh City Department of Construction letter confirming the tower is eligible for off-plan sale.
• A bank guarantee for your unit.
• The legal entity signing the contract and the tenure stated in it.
• For commercial townhouses: land category, term and trading rights.

Can foreigners buy here?

Under Vietnam's 2023 Housing Law, foreign individuals permitted to enter Vietnam may buy apartments in commercial housing projects outside defence and security zones. Foreigners may hold no more than 30% of the units in any one apartment building, and ownership lasts up to 50 years from the date the certificate is issued, with an extension available. Tips before buying at The Global City

• The township is still taking shape and several major amenities are plans for now. Ask for concrete dates.
• Compare payment plans: early payment, progress payments, or a loan with interest support. Add up what you will actually pay.
• Do not rely on expected resale prices; nobody can guarantee future values.

Costs on top of the price

• 10% VAT on the building part of the price if the list shows pre-VAT prices.
• A 2% maintenance fund on apartments, paid at handover.
• A 0.5% registration fee when the certificate is issued.
• Monthly management and parking fees.
• Fit-out and move-in costs.

What to prepare before a viewing

• A question list: construction progress, management fees, tenure, and the policy for foreign buyers.
• A total budget that includes taxes, fees and furniture.
• If you live overseas, send someone you trust to the site or ask for a live video walk-through rather than relying on renderings.
• A Vietnamese-speaking lawyer or interpreter for the contract, which is normally drafted in Vietnamese.
• Copies of your passport and visa if you are a foreign buyer, since the developer will need them for the contract.
